Contracting with the Homeland Security Studies and Analysis Institute
HSSAI is a not-for-profit federally funded research and development center. It operates under an indefinite delivery, indefinite quantity contract vehicle between the Department of Homeland Security (DHS) and Analytic Services Inc. This vehicle allows us to provide a wide array of services and solutions to our customers.
Our primary sponsor is the Under Secretary for Science and Technology, but we provide support to all elements of DHS. Also, by charter, we are allowed to provide homeland security-focused support to all organizations in the homeland security enterprise, including other federal government agencies, state and local governments, and nonprofit/nongovernmental organizations.
We perform a variety of homeland security studies and analyses:
Analysis of alternatives
Concept of operations
System evaluations
Operational assessments
Strategic planning, policy, and program development
Risk-informed resource analyses
Model development
High-level systems engineering assessments
Exercise and simulation development
Tasks must be consistent with our mission, legislative purpose, and capabilities. Detailed policies and procedures can be found in DHS Management Directive 143-04.
We are continually interested in partnering with subcontractors, consultants, and qualified small businesses with capabilities in research and analysis, especially in program evaluation, performance metrics, qualitative and quantitative analysis, statistical and econometric analysis, cost-benefit analysis, and survey design and analysis. We evaluate teaming options continually, as we seek to establish sustaining relationships with businesses that complement our capabilities and share our commitment to quality.
