Quality

As trusted agents of DHS, the Homeland Security Studies and Analysis Institute strives to

  • Provide high quality, innovative, and relevant studies, analyses, and recommendations
  • Remain objective, independent, and balanced
  • Inform the challenging homeland security decisions that shape the nation’s future

To address the difficult and complex problems of homeland security, we define problems and objectives and state our assumptions clearly in order to design analytical approaches that are both sound and valid. We perform reliable, original, and well-documented research of exceptional quality, yielding relevant information from vetted sources. We structure logical studies that demonstrate clear and undeniable links between data, findings, conclusions, and recommendations.

To make meaningful and novel contributions to the homeland security body of knowledge, we explain our approaches, findings, conclusions, and recommendations in plain and understandable language with appropriate caveats. We consult widely with peers and subject matter experts from all sectors and conduct honest and open peer reviews of our studies.

HSSAI has developed a quality assurance program, administered by the director of research, which applies quality standards in a holistic and integrated manner across all phases of a task’s life cycle: development and initiation, execution and monitoring, documents and deliverables, and closeout and feedback. In addition, we work to ensure that the effort we produce is on time and on budget, with the goal of providing maximum returns to our sponsors at minimum cost.
