Shelby Syckes

Manager, Program Analysis Division

Mr. Syckes leads the Homeland Security Studies and Analysis Institute’s Program Analysis Division, which performs studies and analyses to help the Department of Homeland Security establish and implement effective processes for acquisition, requirements generation, budget development, program formulation, and program assessment.

Mr. Syckes is an acquisition manager with leadership experience in major weapon systems programs. He has Department of Defense experience in acquisition development, logistics, requirements, policy formulation, test and evaluation, budgeting, education, and engineering procedures. 

Mr. Syckes holds tjhe DAWIA Certification at Program Manager Level III, and is a retired U.S. Air Force colonel. He holds master’s degrees in national resource strategy and business/management from National Defense University and Central Michigan University, respectively, and a bachelor of business administration from the University of Maryland.
