On June 18, 2003, Governor Bob Riley (R-AL) signed into law an act passed by the Alabama State Legislature creating  the Alabama Department of Homeland Security. (AL-DHS). The office was the first legislatively enacted Cabinet-level Department of Homeland Security position at the state-level. The current head of the department is Director Spencer Collier. Designed to "mirror the US Department of Homeland Security," the AL-DHS is organized into four major functional areas: Borders, Ports and transportation; Science and Technology; Information Management and Budget; and Emergency Preparedness and Response.The department's website includes extensive contact information,  guidelines and suggestions relating to issues of preparedness, news releases relating to both the state of Alabama and federal homeland security issues, and trade and industry-related homeland security announcements.
