Secretary of Homeland Security Janet Napolitano today unveiled the Department of Homeland Security's fiscal year (FY) 2013 budget request (PDF, 196 Pages, 17.0 MB) of $39.5 billion in net discretionary funding. This figure represents a 0.5 percent decrease below the FY 2012 enacted level of discretionary funding. Secretary Napolitano noted that "The Department's FY 2013 budget request preserves the core frontline priorities by cutting costs, sharing resources across components, and streamlining operations wherever possible." Those mission areas outlined in the Department's 2010 Quadrennial Homeland Security Review (QHSR) and the 2010 Bottom-Up Review are prioritized in the FY 2013 budget request.
"The Obama administration's proposal for a modest bump-up in spending on the Homeland Security Department's headquarters consolidation is unlikely to help planners of the ongoing move and property improvements get back on schedule, observers say," reports Government Executive.
