State Level Homeland Security Announcements

07 January 2002- Like airports throughout the country, the Alaska airports are subject to federal rules that mandate perimeter barriers around all facilities and 300-foot vehicle-free zones around terminals. But these rules imposed after September 11 are having some unintended consequences. [view press release]

15 November 2001 - Governor Reports on Homeland Security Efforts -- Arizona has a well-prepared and coordinated team handling homeland security, Governor Jane Dee Hull told legislators today. Hull described the state's homeland security efforts during a hearing for lawmakers hosted by Senate President Randall Gnant and House Speaker James Weiers. [view press release]

15 November 2001 - Governor Davis detailed an expanded role for National Guard at state airports -- Arriving from Sacramento International Airport, Governor Davis announced the deployment of 245 additional National Guard members to 23 California airports. The Governor issued this order at the request of President Bush, who asked for National Guard troops nationwide to increase security presence at airports, and local airports that requested additional help through the holiday season. November 12 - State of Alaska, Terrorism Disaster POlicy Cabinet, Develops Threat Assessment for State. The document provides specifically an analysis of the terrorism threat to Alaska, the state's current capability to meet the threat, the risks that result from a lack of capability, and recommended actions the state should take to reduce this risk. November 12 - Knowles Announces Homeland Security Initiative. The five-part plan, estimated to cost about $100 million in state and federal funds, would improve the security of Alaska's communications, transportation and public utilities infrastructure; expand the state's ability to detect and respond to biological and chemical terrorism; and better train those who would be called on for a first response to a contaminated environment. 09 November 2001 - Governor to send additional Guard members to airports -- Governor Jane Dee Hull today said she is assigning additional Arizona National Guard personnel to state airports for the next two months. Hull acted in response to the request from President George Bush to enhance airport security during the holiday season. [view press release]

November 9 - Siegelman and Sumrall Announce Activation of Alabama National Guard Troops to Enhance Airport Security During the Holiday Season. Gov. Don Siegelman and Brig. Gen. Mike Sumrall, adjutant general of Alabama, announced today that more Alabama National Guard personnel would be activated tomorrow to augment security operations at six commercial airports in the state. The personnel will be assigned to airport security at least through the New Year. [view press release]

07 November 2001 -
Governor Bill Owens (Colorado) Wednesday announced the creation of his state's Office of Preparedness and Security. The new state organization will examine the state's current level of readiness for potential terrorist threats. [view press release] [view executive order]

06 November 2001 -
The California Office of Emergency Services (OES) hotline has received over 2,000 calls since its activation on October 19th. The system was launched to answer public concerns about terrorism. [view press release]

05 November 2001 -
Arkansas Governor Mike Huckabee discussed his state's efforts regarding homeland security on a Wednesday radio show. Huckabee observed, “This format allows Arkansans to ask questions about state government without having to come to the state Capitol.” [view press release]

02 November 2001 -
Governor George H. Ryan announced the Illinois National Guard will take a more visible presence at Illinois Nuclear Plants joining security measures already in place. This enhanced visible presence will last throughout the period that U. S. Attorney General John Ashcroft indicated American citizens should be on a heightened state of vigilance. 01 November 2001 - Governor Siegelman (Alabama) Discusses State Homeland Security Plan, Appoints Sumrall as Acting Director for Alabama Homeland Security [view press release]

31 October 2001 - The Florida Department of Law Enforcement and the State Division of Emergency Management have released a Strategic Plan for Strengthening Domestic Security in Florida (requires Adobe Acrobat Reader). [view press release]

31 October 2001 - Governor Tony Knowles (Alaska) has formed a special task force to examine the effect of terrorism on the Alaskan economy. The commission will be co-chaired by Commissioner of Community and Economic Development Debby Sedwick and Alyeska Prince Hotel General Manager Chris von Imhof. [view press release]

30 October 2001 - Governor Tony Knowles (Alaska) Strengthens Security Presensce Along Pipeline: Yukon River Checkpoint Responds to Heightened National Alert [view press release]

24 October 2001 - Governor Tom Vilsack (Iowa) announced that he has made the identification and protection of Iowa’s critical assets a top priority of the state’s Homeland Security Initiative against terrorism. Critical assets may include services like electric, gas, and water utilities, telecommunications, banking, insurance, as well as public event venues where large groups of people gather. 23 October 2001 - Governor Frank Keating (Oklahoma) has announced the formation of a security and preparedness executive panel in order to craft a statewide strategy for responding to possible terrorist attacks. The panel will evaluate current security measures while constructing a rapid response plan for the state. [view press release]

23 October 2001 - Governor George Ryan Announces Homeland Security Regional Training Seminars. The training sessions, directed by the Illinois Emergency Management Agency, are scheduled from October 29th through December 7th. [view press release]

18 October 2001 - In a continuing effort to ensure the safety of Montana's citizens in response to the terrorist attacks of September 11, Governor Martz today established a Homeland Security Task Force. The task force will improve communication and develop a statewide strategy for homeland security measures. [view press release] [view executive order]

17 October 2001 - Governor Ruth Ann Minner (Delaware) announced that that Delaware Emergency Management Agency (DEMA) Director Sean Mulhern is serving as Delaware's anti-terrorism coordinator. Based on regularly scheduled drills and training exercises, Mr. Mulhern indicated he was “confident that our response system is effective.” [view press release]

14 October 2001 - The California Highway Patrol issued a statewide address on biological safety. To assist state employees, they developed a video tape with the proper procedures for handling suspicious envelopes related to the anthrax attacks. [view press release] [view transcript]

06 October 2001 - Governor Don Sundquist (Tennessee) Appoints Brigadier General Wendell Gilbert to Serve as Deputy to the Governor for Homeland Security in Tennessee [view press release]

04 October 2001 - Governor Donald DiFrancesco (New Jersey) signs New Jersey Domestic Preparedness Act into law; forms Domestic Security Preparedness Task Force [view press release]

03 October 2001 - Governor Tauese Sunia (American Samoa) establishes the Territorial Preparedness Task Force. Among the Task Force's responsibilities are conducting a thorough review of the Territory's state of preparedness and submitting a three-year comprehensive strategy for Department of Justice funding. 26 September 2001 - Governor Mike Huckabee (Arkansas) initiates the Arkansas Communities Activated for Leadership Motivation Program, also referred to as CALM. The program, which will be implemented by Thanksgiving, is designed to educate Arkansas on current terrorist threats.

06 November 2001 - Miami Voters Debate Homeland Security Bond, in Upcoming Elections. In particular, the Initiative would devote $31 million in funding to public safety equipment, interdiction of threats, and equipment for city first responders. [view press release]

01 November 2001 -
The City of Orlando has announced plans to improve physical security at its City Hall and other facilities through a multiphased process. [view press release]


26 October 2001 -
FAA Order Requires Closing of Short-Term Parking at Will Rogers Airport (Oklahoma City). The order prohibits any private vehicle from parking within 300 feet of all airport terminals.

23 October 2001 -
Council Member (Los Angeles) introduces legislation to strengthen security at LA airports. New provisions may include background checks, identification badges and facial recognition software. [view press release]

12 October 2001 - Mayor Thomas Menino (Boston) met October 12th with city public safety and public health officials to help allay residents' fears based on yesterday’s FBI warning about terrorist attacks and nationwide concerns about anthrax threats. [view press release]

04 October 2001 - Mayor Jim Hahn (Los Angeles) announced the formation of a task force to assess the safety and security of the port of Los Angeles, the third busiest port in the world. The task force will be headed by Board of Harbor Commissioners President Nick Tonsich and Port Police Chief Noel Cunningham. [view press release]


03 October 2001 - City of Detroit Announces Increased Security Measures at Coleman A. Young Municipal Center. Included in the new security precautions are a no-deliveries policy without receipt, metal detectors, and limited access for employees only. [view press release]

01 October 2001 - Dallas Convention Center Implements New Security Procedures. New safety measures include increased security checkpoints, inspection of all storage areas, and no unattended curbside parking. [view press release]

01 October 2001 - Mayor O'Malley (Baltimore) Hosts Internet Video Conference on Bioterrorism. This video conference, sponsored by the U.S. Council of Mayors, marks the first in an ongoing effort to provide the American public with up-to-date information and ideas on urban emergency preparedness. 30 October 2001 - The National Governor's Association has developed a best practices page regarding state-level homeland security activities. [view listing]

1 November 2001 - Senators responded to concerns over information sharing expressed by the U.S. Council of Mayors, by introducing the “Federal - Local Information Sharing Partnership Act of 2001”. If enacted, this Bill would amend the Patriot Act to encourage greater Federal - State sharing of intelligence. (Requires Adobe Acrobat). [view listing]

The National Governor's Association has assembled a listing of state programs, and relevant statutes in place to support the National Guard and Reservists. [view listing]

11 October 2001 - “Soldiers Are Eyes And Ears Of The Subway”: from the Brooklyn Bridge to Grand Central Station, New York National Guard personnel augmented the New York City Police Department's efforts to secure and protect major transit hubs. [view listing]

10 October 2001 - The National Governor's Association offers a brief guide for states in terms of helping National Guard personnel. Advice included ideas such as tax relief, hiring preferences, deferred drivers licenses, and credit counseling. [view listing]
