November 2001 - Governor Davis detailed an expanded role for
National Guard at state airports -- Arriving from Sacramento International
Airport, Governor Davis announced the deployment of 245 additional
National Guard members to 23 California airports. The Governor issued
this order at the request of President Bush, who asked for National
Guard troops nationwide to increase security presence at airports,
and local airports that requested additional help through the holiday

November 2001 - Governor Davis Discusses Anti-Terrorism Measures
with Bay Area Mayors -- Governor Gray Davis today met with Bay Area
mayors to discuss anti-terrorism efforts at a meeting hosted by
San Francisco Mayor Willie Brown on Treasure Island. The Governor
was joined by his newly-appointed Special Advisor for State Security
George V. Vinson, as well as CHP Commissioner Spike Helmick, Office
of Emergency Services Director Dallas Jones and National Guard Adj.

November 2001 - Governor Davis Announces New Regulations to
Expedite Reporting of Bioterrorism -- Governor Gray Davis today
announced that new emergency regulations have been submitted to
the Office of Administrative Law (OAL) to speed up the reporting
of seven diseases that could be used in acts of bioterrorism.The
proposed regulations require health care providers and directors
of medical laboratories to report by telephone to local health officials
any illness linked to anthrax, botulism, brucellosis, plague, smallpox,
tularemia and viral hemorrhagic fevers within one hour of identification.

November 2001 - Governor Appoints Special Advisor on State Security
-- Flanked by law enforcement officials from across the state, Governor
Gray Davis today announced the appointment of former Federal Bureau
of Investigation (FBI) Agent George V. Vinson as Special Advisor
on State Security. Mr. Vinson will advise the Governor on anti-terrorism
efforts in California and coordinate with local, State, and Federal
authorities to ensure that California's anti-terrorism needs are
