September 2001 - Gov. Mike Huckabee announced a program Wednesday
to educate Arkansans about what's being done to respond to potential
terrorist incidents. The governor said the state Department of Emergency
Management has been instructed to begin the Arkansas Communities
Activated for Leadership Mobilization (CALM) program within the
next two weeks. Implementation of the program will be completed
