The terrorist attacks on 11 September have driven home the immediate and enduring requirement for significant changes to US national security. In addition to the continued likelihood of catastrophic conventional terrorism, the proliferation of nuclear and biological weapons, and the means to deliver them, combined with the United States' increased dependence (hence increased vulnerability) on information systems, has renewed the debate on homeland security.
